Create a PCQ queue type classified by destination address for download and source address for upload. Add a queue tree on the right interface, parent it correctly, attach a mangle rule to mark the traffic, and make sure the marks match. Get the classifier backwards and half your customers get nothing.
Open QoS, choose Share bandwidth fairly, enter your total link speed, and review the four changes it proposes. Apply. The queue types, tree and mangle rules are written for you, with the classifiers the right way round.
MikrotikAdmin writes ordinary RouterOS configuration. Nothing it creates is proprietary, hidden or locked. Open Winbox afterwards and everything is there, named clearly, ready to adjust by hand if you want to.
